PROBLEM TO BE SOLVED: To provide a perpendicular magnetic recording medium which allows the disorder of the crystal structure to be reduced, and areal recording density to be drastically increased, by examining materials used for an orientation characteristic controlling film in a perpendicular magnetic layer of the perpendicular magnetic recording medium. SOLUTION: This perpendicular magnetic recording medium has at least a soft-magnetic underlayer, an orientation controlling layer, a perpendicular magnetic layer, and a protective layer on a non-magnetic substrate. The orientation controlling layer consists of a plurality of layers, which includes a seed layer and an intermediate layer from the substrate side. The diameter of average crystal grain of the seed layer is 8-20 nm, and both the seed layer and the intermediate layer are preferably a hexagonal close-packed structure.
