PROBLEM TO BE SOLVED: To almost surely protect a power source circuit itself or a load. SOLUTION: A delay circuit part 32 delays an enable signal S2 by at least a delay time Tra equivalent to a fixed time from the start to completion of the charging of an output capacitor C30 to generate a delay signal S3, and transmits it to a mode switcher 33, and consequently an overcurrent protecting circuit part 34 operates according to constant current type drooping characteristics from the input of the enable signal S2, and operates according to current limiting characteristics capable of reducing output currents Iout30 lower than a limiting upper limit value max at the input of the delay signal S3 or later. Thus, it is possible to almost accurately prevent the output currents Iout30 of the upper limiting value Imax from continuing to flow at the completion of the charging of the output capacitor C30 or later at the latest, and to almost surely protect the power source circuit itself or load.
