PROBLEM TO BE SOLVED: To rapidly lower the rotational speed of an internal combustion engine if the over-rotation of the internal combustion engine occurs or a vehicle is decelerating. SOLUTION: This internal combustion engine having the variable valve timing mechanism comprises an over-rotation determination means determining whether the over-rotation of the internal combustion engine occurs or not and/or a deceleration determination means determining whether the vehicle is in a decelerating state or not. When the internal combustion engine is determined to cause the over-rotation (positive determination in S101) or the vehicle is determined to be in the decelerating state (positive determination in S102), the variable valve timing mechanism advances the valve closing timing of the exhaust valve more than in a case where the over-rotation of the internal combustion engine is determined not to cause over-rotation or the vehicle is determined to be not in the decelerating state (S103 to S104).
