PROBLEM TO BE SOLVED: To provide an apparatus and a method of forming a film of a porous inorganic powdery material on a porous concrete structure wherein the coating film of the porous inorganic powdery material is surely fixed onto the inner wall surface of the pores or over the whole outside surface of the porous concrete structure to promote the implantation or the root taking of aquatic plants such as algae or water plant. SOLUTION: The porous inorganic powdery material film is formed on the surface of a structure element inside and outside of the porous concrete in suspension containing cement and the porous inorganic powdery material by dipping a part or the whole of the porous concrete structure into the suspension and applying vibration to the porous concrete structure while stirring and mixing the suspension.
