PROBLEM TO BE SOLVED: To control the operation of an industrial vehicle from the viewpoint whether or not the normal running operation is performed without causing unstable running state. SOLUTION: A vehicle speed detection means 42 detects the speed of a vehicle. A switchback detection means 43 detects the switchback operation for switching the direction of the speed of the vehicle to the reverse direction to the vehicle advancing direction. A high-speed switchback frequency calculating means 45 detects the speed of the vehicle by the vehicle speed detection means 42 and calculates the frequency of occurrence of a state where the switchback operation is detected by the switchback detection means 43 as the frequency of occurrence of high-speed switchback operation.
