PROBLEM TO BE SOLVED: To provide a feed roller, capable of restricting deterioration of frictional force to paper to prevent paper feed defectives or generation of jam, and a paper feed device provided with the same. SOLUTION: The feed roller 11 is composed of a cylindrical roller member 11a, and a drive input shaft 11b fixed to penetrate the center of the roller member 11a. The roller member 11a is composed of first rubber layers 31a and 31b existing at an outer circumferential part and around a drive input shaft 11b, and a second rubber layer 31c, held between the two first rubber layers 31a and 31b, and having lower hardness than the first rubber layers 31 and 31b, that are laminated on each other to form concentric circles in cross section.
