<P>PROBLEM TO BE SOLVED: To rapidly heating a catalyst while suppressing the deterioration of exhaust emission in a catalyst heating system of an internal combustion engine for increasing the temperature of the catalyst with oxidation function installed in the exhaust passage of the internal combustion engine. <P>SOLUTION: When unburned fuel is supplied to the catalyst to heat the temperature of the catalyst with the oxidation function installed in the exhaust passage of the internal combustion engine, a catalyst temperature rising rate is calculated. In a time period from the start of supply of the unburned fuel to the catalyst to a time point when the temperature rise rate of the catalyst first reaches a prescribed temperature rise rate or higher, the supplied amount of the unburned fuel per unit time to the catalyst is controlled based on the sucked amount of air of the internal combustion engine (S103).
