The fuel injection valve has longitudinally movable outer (20) and inner (22) valve needles, both of which interact with a valve seat (10) to control at least one respective injection opening (12,14), and a control chamber (40) that can be filled with fuel that exerts a force on the valve needles towards the seat. Valve needle movement against the fuel pressure opens the injection openings in the control chamber. A movable drive element (42) is arranged in the control chamber so that when it moves towards the valve seat the outer valve needle and the inner needle are forced towards the valve seat.
