<p><P>PROBLEM TO BE SOLVED: To solve the problem that a large capacity memory is necessary for a hierarchical search method, when common reduced images are used in a frame and in a field for saving memory capacity, line spacing does not become equal, and if line spacing is made to be equal in a reduced image, the circuit size of the reduced image creation circuit becomes large. <P>SOLUTION: Respective reduced image creation circuits 13 and 15 have a 1st reduced image creation means which makes sub-sampling in frame unit, and creates the reduced image; and a 2nd reduced image creation means which makes sub-sampling in field unit, and creates the reduced image. A control circuit 11 manages a total sum of luminance values from a property amount extraction circuit 12. When difference values of the total sum of the luminance values of a 1st fields of adjacent 2 frames, and difference values of the total sum of the luminance values of a 2nd fields, become together smaller than a preliminary determined value; it is judged that the still picture is large, and the 1st reduced image creation means is selected.
