PROBLEM TO BE SOLVED: To provide a manuscript reading device and an image forming apparatus for detecting noise lines on the image represented by multi-valued image data, in a short time, from the beginning of reading of the manuscript, and performing removal and correction. SOLUTION: A manuscript scanner 10, having an image pick-up element 207, optical means 232 to 236 for projecting a manuscript image to the imaging element, and drive means 20/238 for driving one of the optical means and the manuscript and performing vertical scanning drive relative to each other; and an image data processing means IPP for retrieving whether each pixel on the main scanning line is a locally prominent pixel having a locally prominent level in the main scanning direction, based on the multi-value image data, counting the number of lines, which continuously detected as a partial prominent pixel, even if the line is shifted by vertical scanning, and correcting the image data in relation to pixels, of which count value R6 is over a reference value L, into the image data with a level for equalizing the partial part are provided.
