PROBLEM TO BE SOLVED: To provide an image forming apparatus in which an image on a transfer material after fixing has uniform glossiness and image density, and detachment of the transfer material after fixing from a fixing belt is favorably carried out. SOLUTION: The toner which a developing device uses is a polymerized toner whose mass average particle diameter is 3-6μm, and a transfer belt 27 is obtained by overlaying an elastic rubber layer of 150-250μm on a thin flexible substrate.
