PROBLEM TO BE SOLVED: To clean exhaust gas and reduce fuel consumption by micro-clusterizing an emulsion fuel in which water is mixed with petroleum fuel for activation by micronization, increasing combustion efficiency by micro explosion utilizing the difference in evaporation point between the petroleum and the water and performing a near complete combustion. SOLUTION: In the reformed fuel manufacturing apparatus, the emulsion fuel prepared by mixing pump (1) passes through impact dispersion mixer (6) at a pressure of≥0.3 MPa via magnet (4) and electromagnet (5) installed at the delivery port of the pump and is circulated repeatedly by circulation pump (2) for further dispersion and mixing.
