The elastic layer (4) is formed by laying elastomer foam sheets (10) side by side on top of a ballast bed (5) and then depositing molten elastomer material on top of the adjoining edge regions of two adjacent sheets so that connecting strips (22, 22') bonded to the top side (24) of the sheets are formed when the material cools.
