PURPOSE: A device and method for interpreting source language to object language using a phrase is provided to select the optimum object language to the source language by using the phrase corresponding to the source language and the object language. CONSTITUTION: A source language mean determining unit(104) determines the source language having ambiguity using a synonym language list, phrase list, and phrase information of the source language. If the source language mean determining unit determines the mean of the source language, an object language word selecting unit(106) selects the most proper object language using the phrase information of the source language.
