PROBLEM TO BE SOLVED: To provide a new thickening agent capable of preparing a transparent gel, without causing intolerance reaction on the skin, and capable of being easily produced. SOLUTION: A composition contains (a) at least one anionic polyelectrolyte in an amount of 80-99 wt%, (b) at least one emulsifying agent of water-in-oil (W/O) type in an amount of 1-20 wt%, and (c) water in an amount of up to 19 wt%, wherein the anionic polyelectrolyte is selected from a branched or crosslinked homopolymer of a monomer having a partially or completely salified strong acid functional group, a branched or crosslinked homopolymer of a monomer having a partially or completely salified weak acid functional group, a branched or crosslinked copolymer of the monomer having the partially or completely salified strong acid functional group, a branched or crosslinked copolymer of the monomer having the partially or completely salified strong acid functional group and at least one monomer having the partially or completely salified weak acid functional group and/or at least one neutral monomer, and the like.
