PROBLEM TO BE SOLVED: To provide toner and an image forming apparatus which prevents offset and winding of a sheet during fixing without using a large amount of a release agent. SOLUTION: In the toner to be used for developing an electrostatic latent image formed on an electrostatic latent image carrying body to form an image, the storage modulus G' of the toner ranges from 10<SP>2</SP>Pa to 10<SP>3</SP>Pa in the temperature region from the softening point of the toner to 200°C, and the amount of the release agent ranges from 0 to 3 mass%.
