PURPOSE:To always perform stable control by specifying an estimated value supplied to a driving means which drives a moving body. CONSTITUTION:An analog switch (ASW4)20, which fixes a signal C to a supply voltage Vcc in response to a start signal K which commands a magnetic disk 1 to start rotation, an analog switch (ASW5)21 which discharges a capacitor 12 in response to a stop signal S indicating that rotation of the magnetic disk 1 is unnecessary, and a NOR gate 22 which operates NOR among an output signal Q of an envelope detecting circuit 10, the start signal K, and the stop signal S to control an ASW114 are provided. The estimated value, which is supplied to the driving means if a motion signal is not related to the motion state, is determined by the value, which accelerates the moving body during starting processing, until the moving body is driven by the control signal based on the motion signal after the end of starting processing, and said estimated value is led out from a value obtained by smoothing the value supplied to the driving means thereafter. Thus, the motion state is prevented from being abnormal in case the signal related to the motion state of the moving body is not sufficiently obtained just after the start of the moving body.
