PURPOSE:To reduce consumption of a heating element, by providing an outer cylinder on the outer periphery of a cylindrical heating element consisting of graphite or carbon and sealing an inert gas therebetween. CONSTITUTION:Heat treatment for carbonizing flame-retardant fibers or graphitizing carbon fibers is carried out by passing the fibers through a cylindrical heating element 4 consisting of graphite or carbon. Electrodes 6 and 6 are provided at both end parts of the heating element 4 and a pipe 21 is coaxially provided on the outer periphery of the heating element 4 at the same time. Both ends thereof are fixed on the heating element 4 with a sealing material 27 to seal an inert gas therein. A heat insulating material 5, e.g. carbon powder, is placed on the outer peripheries thereof and an outer cylinder 25 is provided on the outer periphery thereof.
