PURPOSE:To adequately perform the delay angle and advance angle control of the fuel injection timing respectively by providing an opening/closing means closing a low pressure side passage under the preset condition and a passage communicating the low pressure side passage or the like to a fuel chamber and invariably releasing the fuel of the fuel chamber to the low pressure section on the upstream side of the opening/closing means. CONSTITUTION:Under a low load at the low ground, a governor sleeve 1 interlocked with an engine is moved to the right, and the fuel of a fuel chamber 43 is released to a low pressure section via the inner pressure adjusting hole 1a of the governor sleeve 1, the fuel relief hole 2a of a governor shaft 2, and the low pressure side passage 20 of a housing 19. Thereby, the inner pressure is decreased by the quantity determined by the passage area of the inner pressure adjusting hole 1a, and the injection timing is delayed. In this case, at the high ground, the volume of the bellows 24 is increased as the atmospheric pressure is decreased, thus a valve plug 21 is moved to the right against a spring 22, and the low pressure side passage 20 is closed. Accordingly, the inner pressure is increased by the quantity determined by the passage area of the orifice 1b of the governor sleeve 1, thus the injection timing is advanced.
