PURPOSE:To lower the noise level and to improve both output and fuel consumption by providing a speed detecting means, which detects the car speed, and controlling the operation of an electric fan for cooling a radiator, based on both cooling water temperature of the engine and the car speed, thereby minimizing the operation of the electric fan. CONSTITUTION:When a car is on operation, the control unit 23 finds out whether an air conditioning system 25 is turned on or not, and in the case of YES, a transistor Tr is turned on regardless of a car speed or a cooling water temperature, so that an electric fan is operated so as to restrict an increase of the quantity of generated heat in a radiator. On the other hand, in the case of NO, the unit 23 finds out which state the car speed detected by a car speed sensor 22 belongs to; low speed, medium speed, or high speed; and the operation of the electric fan 9 is controlled in accordance with the results thus obtained and the cooling water temperature detected by a water temperature sensor 24. For Instance, the electric fan 9 is operated at 105 deg.C and higher for the medium speed, 100 deg.C and higher for a low speed. and at 110 deg.C and higher for a high speed.
