PURPOSE:To provide an improved television system converter by testing the accuracy of respective motion vectors by obtaining the differences between picture elements shifted to a common position in such one field as interpolated between two consecutive fields of image corresponding to motion vectors to test the accuracy of respective motion vectors, and selecting one motion vector out of plural motion vectors. CONSTITUTION:Plural motion vectors respectively representing the motions of picture elements in plural picture element blocks of an image are extracted, and the differences between picture elements shifted corresponding to the motion vectors, to the common position in such one field as interpolated between at least the consecutive two fields of image from the two fields are found to test the accuracy of respective motion vectors. Corresponding to the result of this test, one motion vector is selected from plural motion vectors. A motion vector extraction means composed of a vector filter and a vector calculator which are to determine the motion of an image at points that are away from each other for a prescribed number of samples in the horizontal direction and a prescribed number of samples in the vertical direction through a block matching method. |
