PURPOSE:To perform a low cost maintenance of operating medium and detect damages of pipe wall by disposing many heat pipe spaces, and disposing a plenum in a space between double walls, two or more suitable number of the heat pipes being connected to said plenum. CONSTITUTION:Water is supplied from the feed water pipe plate 8 side of the inner pipe 4, and high-temperature sodium is caused to flow through the sodium space 11. By the heat of sodium, the operating medium in the heat pipe space 6 is evaporated, and is condensed when it releases heat to the water in the inner pipe 4. The water turns into steam by receiving heat, and the steam is delivered from the steam pipe plate 9 side. In case where the inner pipe 4 is corroded, worn or damaged, the sodium or steam leaking into the space 6 enters into a plenum 13b from the space 6 through holes in a baffle plate 7 and is led from a conduit 14 to the damage detection line 15, by which the damage can be detected. By means of a maintenance line 16 which is connected to the plenum 13 through the conduit 14, the deterioration in the space 6 can be detected, and the operating medium can be replaced or cleaned.
