PURPOSE:To eliminate an expensive light scattering plate, reduce a cost and improve the productivity by providing a light transmitting resin layer containing light scattering material so as to cover the light receiving part of an optical semiconductor element. CONSTITUTION:Transparent resin containing light scattering material is applied so as to cover the light receiving part 7 of an optical semiconductor element 2 and cured to form a light transmitting resin layer 9. Epoxy resin or silicone resin is employed as the transparent resin. Fine powder of silica, alumina or the like is recommended as the light scattering material because of the excellent adhesiveness with the transparent resin. Therefore, a light applied to the optical semiconductor element 2 is transmitted to the light receiving part 7 as a scattered light. With this constitution, an expensive light scattering plate can be eliminated, a cost can be reduced and the productivity can be improved.
