PURPOSE:To save the quantity of hardware by providing a function using a picture element in a block to generate picture element blocks of plural kinds. CONSTITUTION:An inputted picture data is inputted to a basic division section composed of nXm picture elements in an nXm block division section 1. Then a mode selection section 2 uses the picture data to calculate the statistic quantity representing precision of a picture such as variance or entropy, and the result is compared with some kinds of threshold levels. As the statistic quantity is larger, a block with a larger size among lXk picture elements is selected. After a block generating section 3 generates an lXk block, a quantization section 4 applies conversion coding and quantization in the unit of blocks and a data selective synthesis section 5 synthesizes the data divided and selected into plural kinds. Thus, no feedback system is required and the hardware is simplified. |
