PROBLEM TO BE SOLVED: To provide a technology for detecting a bot performing unauthorized communication. SOLUTION: A communication controller includes a first database 50 storing a list of signatures of normal communication, a circuit 30 for searching to find out whether communication data thus acquired matches the signature of normal communication stored in the first database 50 or not, and a processing circuit 40 for issuing an warning when communication data not matching the signature of normal communication stored in the first database 50 is detected. The communication controller is further provided with a plurality of databases for a plurality of different communication controls as the first database 50 and a second database 60, and a switching section 180 for achieving a plurality of different communication controls by switching the database.
