PROBLEM TO BE SOLVED: To provide techniques for an emergency call using a mobile phone or an IP telephone. SOLUTION: A communication controller 10 includes: a first database 50 which stores telephone numbers of emergency call institutions; a position detection circuit 32 which acquires communication data for call and extracts data of predetermined length as data to be compared from the predetermined position of the communication data so that the telephone number of a destination is included; a mask circuit 380 which masks the data except for the telephone number of the destination among the extracted data to be compared; a retrieval circuit 30 which retrieves the telephone number of the destination included in the masked data to be compared from the first database 50; and a process execution circuit 40 which controls a call between the telephone terminal as a caller and the emergency call institution as a destination when the telephone number of the destination included in the acquired communication data is registered in the first database 50.
