PROBLEM TO BE SOLVED: To provide a communication device for ensuring communication compatibility when a higher-order application has one or a plurality of protocols. SOLUTION: The communication device includes a physical layer 108 that transmits and receives signals to and from other communication party through wireless communication, and a protocol conversion unit (PCL) 102 that connects a higher-order user application 100 to the physical layer 108. The protocol conversion unit 102 is commonly provided in each of the devices that communicate with each other, and includes a PCL common 102a for performing basic processes for protocol conversion, and a conversion unit provided correspondingly to one or a plurality of protocols of the user application 102 for converting the protocol selected from the one or the plurality of protocols by the PCL common 102a into a protocol for communication using the physical layer 108.
