A separator (38) includes: a sandwiching unit (46) which sandwiches an electrolyte/electrode assembly (36) and has a fuel gas channel (52) and an oxidizing gas channel (56) which are arranged separately; a fuel gas manifold unit (42) having a fuel gas supply communication hole (40) formed in the layering direction for supplying the fuel gas into the fuel gas channel (52); and a seal member (66) arranged at an outer periphery of the fuel gas supply communication hole (40). The seal member (66) has a first seal unit (66a) and a second seal unit (66b) which are mutually layered for sealing the fuel gas.
