PROBLEM TO BE SOLVED: To provide an image and/or a video encoder capable of reducing a calculation amount necessary for a binary arithmetic encoding.

SOLUTION: The method for encoding transformation coefficients comprises a step for arithmetically encoding a significance mapping indicating a position inside a block according to a scanning sequence of non-zero transformation coefficients, and for arithmetically encoding the level of the non-zero transformation coefficients in the reverse scanning sequence starting from the last non-zero transformation coefficient inside the block. A binary decision in the binarization of an absolute value in each of the transformation coefficients is executed to the binary arithmetic encoding in a context adaptive manner, by using the context already decided by the number of the transformation coefficient having an already encoded absolute value 1 in the reverse scanning sequence as to the first binary decision, and by using the context decided by the number of the transformation coefficient having the already encoded absolute value larger than 1 in the reverse scanning sequence as to the binary decision from the second order up to the fourteenth order.
