<P>PROBLEM TO BE SOLVED: To provide a memory controller and a semiconductor device which improves operation reliability of a semiconductor storage device. <P>SOLUTION: This memory controller 20 controls the semiconductor storage device 10 comprising a plurality of memory cells MC. The memory controller is equipped with a data generation means 21 which generates a plurality of second data based on first data to be simultaneously written into the memory cell MC, and a selection means 22 which selects any of the second data to be more averaged among each column of an accumulated value as the accumulation result for each bit of data written into the memory cell and each column of the addition result of each of the second data with each bit, each column containing the accumulation value. The second data selected by the selection means 22 and its selection information are written into the memory cell MC.
