PROBLEM TO BE SOLVED: To provide a navigation apparatus, or the like capable of guiding a user more appropriately by searching a route preferentially passing a road capable of precisely locating the position of an own vehicle. SOLUTION: The navigation apparatus 1 has a route search means 19 for searching a route from a departing position to a destination, based on road information R indicating a road network according to the connection relationship of a plurality of road links. In the navigation apparatus 1, the route search means 19 has a precise priority route search function for setting the link costs of a road link that may precisely locate the position of an own vehicle relatively smaller than those of other road links, when searching a route so that the total costs of the entire route are minimized based on the link costs set to each road link.
