PROBLEM TO BE SOLVED: To provide a method of manufacturing an organic EL element, capable of stably manufacturing the EL which has high luminous efficiency and long life by a wet process excellent in productivity; to provide the organic electroluminescent element manufactured by the manufacturing method; and to provide a display device and a lighting device, including the element. SOLUTION: The method of manufacturing the organic electroluminescent element is characterized in that a light-emitting layer contains a low-molecular-weight light-emitting host compound and a low-molecular-weight light-emitting dopant compound, an organic layer including the light-emitting layer is formed by the step of applying a solution, in which an organic material is dissolved or dispersed, of 1.0×10<SP>4</SP>Pa or more, and heat treatment is performed on the conditions of 1.0×10<SP>4</SP>Pa or more and temperature (T) meeting the relational expression (I) under inert atmosphere after at least final application process. Relational Expression (I): highest boiling point temperature in solvent used in all application processes <T< lowest glass transition temperature in organic material composing a mass ratio of not less than 70% of each organic layer in two or more organic layers laminated on a substrate after the final application process.
