PROBLEM TO BE SOLVED: To surely prevent personal information from unexpectedly flowing out or leaking out and from being fraudulently used without manpower cooperation and without imposing a special load on a person in charge or an ex-user.

SOLUTION: An information management system includes: an information terminal 10; an information management server 20 which is communicatively connected to the information terminal via a network 30 and manages the information terminal; and an IC tag reader which is constituted to communicate with the information management server and reads out data of IC tags. The IC tag 1100b is arranged on the storage part-mounted portion inside a multilayer substrate 1020, and an earth electrode 1020E is arranged at the position of the surface of the substrate opposite to the surface where the IC tag 1100b is arranged. The information management server 20 determines that the storage part 1050 is removed from the substrate 1020 in case that the IC tag 1100b is read out by the IC tag reader.
