PROBLEM TO BE SOLVED: To provide a heat-shrinkable polyester film which has at least a high thermal shrinkage rate and can suppress the occurrence of whitening and the occurrence of blocking at a high temperature and a heat-shrinkable label using the heat-shrinkable polyester film. SOLUTION: In the heat-shrinkable polyester film, a blocking resistance improving layer containing a polyester graft copolymer prepared by grafting at least one radically polymerizable monomer on a hydrophobic copolymerized polyester is set on at least one side of a polyester base film.
