PROBLEM TO BE SOLVED: To prevent the passage of leakage current through a load when the operation of a charge pump circuit is stopped. SOLUTION: The charge pump circuit 10 converts supply voltage supplied to a supply voltage input terminal VDD into an output signal having a desired voltage value and outputs it to an output terminal VOUT. A bypass circuit 11 is connected between the supply voltage input terminal VDD and the power supply terminal N0 of the charge pump circuit 10. Only when the voltage value of the power supply terminal N0 is lower than the value of supply voltage supplied to the supply voltage input terminal VDD, it bypasses the section between the supply voltage input terminal VDD and the power supply terminal N0. A bypass circuit 12 is connected between the output terminal VOUT and the power supply terminal N0. Only when the voltage value of the power supply terminal N0 is lower than the voltage value of the output terminal VOUT, it bypasses the section between the output terminal VOUT and the power supply terminal N0.
