PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of achieving stable cleaning ability by improving the durability of a cleaning device. SOLUTION: Cleaning bias of the same polarity as toner charging polarity contributing to development is applied to one electrostatic fur brush 27, and cleaning bias of reversed polarity to the toner charging polarity is applied to the other electrostatic fur brush 27. A non-printing pattern image not transferred to transfer paper is formed on the surface of an intermediate transfer belt 8 by an image forming part 9 at predetermined timing, and then the applied voltage of the cleaning bias to the other electrostatic fur brush 27 is switched to the same polarity as the toner charging polarity without applying the cleaning bias to the one electrostatic fur brush 27 out of a pair of electrostatic fur brushes 27 by a cleaning power source.
