PROBLEM TO BE SOLVED: To provide an insulating sheet that is excellent in heat resistance, voltage resistance and adhesion properties and yet gives a cured product exhibiting excellent flame retardancy. SOLUTION: The insulating sheet 3 used for bonding a highly thermoconductive item 4 having a thermoconductivity of at least 10 W/m×K to an electroconductive layer 2 comprises: a polymer (A) having an aromatic skeleton and a weight-average molecular weight of at least 10,000; an epoxy monomer (B1) and/or an oxetane monomer (B2) each having an aromatic skeleton and a weight-average molecular weight of at most 600; a curing agent (C); and a filler (D), and contains a compound bearing a phosphorus atom in its skeleton as the polymer (A) or a compound (E) bearing a phosphorus atom in its skeleton as a component other than the components (A), (B1), (B2), (C) and (D).
