PROBLEM TO BE SOLVED: To optimize calling of a mobile station regarding a mobile communication system including a mobile station, base stations and an exchange. SOLUTION: A mobile communication system includes an exchange 3 connected with a plurality of base stations (BS) 2, and a position registration management means comprising a subscriber database (HLR) 4 for registering therein service area position information of a mobile station (MS) 1 as position information of position registration areas AR1-ARn, and is configured to count the number of service-area mobile stations corresponding to a radio zone of the base station 2, thereby calling mobile stations in the radio zone in the descending order of a probability that the mobile station exist in the service area.
