PROBLEM TO BE SOLVED: To provide an optical deflector having a compact configuration capable of scanning light at equal velocity without causing banding easily and to provide an optical apparatus using it. SOLUTION: This optical deflector has a light source 101, a light deflecting element 102 allowing transmission of light, and a driving means 103. The light deflecting element 102 has a curved face on at least either of a face on incident side of light from the light source 101 and a face on outgoing side of light and has uniform refractive index. The driving means 103 reciprocates and moves the light source and the light deflecting element relatively to change positional relationship of the light source 101 and the light deflecting element 102 relatively. In this optical deflector, the light deflecting element 102 is arranged between the light source 101 and an object to be scanned 104 to deflect the light from the light source 101 by the light deflecting element 102.
