PROBLEM TO BE SOLVED: To provide an economical fibrous greening base material suitable for plant cultivation, and useful especially for road greening of slopes or the like, or rooftop gardening, or the like. SOLUTION: This fibrous greening base material is produced by adding a used-paper crushed product, a water-soluble high polymer substance, and an auxiliary agent to highly hydrous specific mud, mixing the mixture product so as to bring soil granules into aggregate, and drying the aggregate to be solidified followed by cracking the solidified aggregate: wherein the ratio of the soil granule quantity/the used-paper crushed product quantity is 5.0-6.0; wood chips each having a size of 37.5 mm or less are added to the fibrous greening base material at a weight ratio of 50-75 wt.%. The fibrous green base material is improved in coefficient of permeability and wet specific gravity in comparison with those of a fibrous greening base material to which no wood chips are added. The coefficient of water-permeability sufficiently satisfies a target value of 1×10<SP>-3</SP>[cm/s] or more, and the wet specific gravity sufficiently satisfies a target value of 1.0[-] or less.
