<P>PROBLEM TO BE SOLVED: To provide a packaging/filling apparatus and a packaging/filling method which eliminate sampling work by an inspector and instantly change a setting for obtaining the best seal condition during operation by indirectly, continuously, and accurately monitoring the front face temperature of a lateral seal part by preheat means which is the control parameter of lateral sealing. <P>SOLUTION: The edge 1a of a band-shaped laminated packaging material 1 is preheated by a preheating means 8. A back face thermometer 30 approaches the outside back face 1c of a preheated front face for measuring the back face temperature. During correction, a non-contact infrared radiation type thermometer 31 approaches the preheated front face 1a for measuring the preheated front face temperature.
