PROBLEM TO BE SOLVED: To provide a dehydrating system and dehydrating method aiming at an improvement in film performances. SOLUTION: The dehydrating system comprises a first preheater 3a, a plurality of dehydrating units 1a, 1b, 1c connected in series to a subsequent stage of the preheater and separating water from an organic aqueous solution, and a return means 6 returning a part of the organic aqueous solution having passed through at least one dehydrating units to the dehydrating unit or a dehydrating unit preceding the dehydrating unit.
