PROBLEM TO BE SOLVED: To provide a prepreg excellent in heat resistance, connection reliability, and flame retardancy without using any halogen nor phosphorus compound, and a laminate. SOLUTION: The prepreg is produced by impregnating a base material with a resin composition comprising a cyanate resin and an inorganic filler. In a cured material obtained by curing the prepreg, an expansion coefficient (α<SB>1</SB>) in the thickness direction is 25 ppm/°C or less. The laminate has one or more sheets of the prepreg.
