PROBLEM TO BE SOLVED: To achieve the flexible additional extension of a transfer system function.

SOLUTION: This functional distribution type packet transfer system for transferring specific processing corresponding to applications 21-1 to 21-n provided in a control signal processor 20 by adding it to packets by transfer system functions 15-1 to 15-n arranged in packet transfer processors 10-1 and 10-2 includes transfer system function common control parts 16 and 24 equipped with a common function for providing a function common to any of the transfer system functions 15-1 to 15-n and the applications 21-1 to 21-n and a common API corresponding to the transfer system functions 15-1 to 15-n and the applications 21-1 to 21-n, and the transfer system functions 15-1 to 15-n and the applications 21-1 to 21-n transfer a control message through the transfer system function common control parts 16 and 24.
