PROBLEM TO BE SOLVED: To determine the propriety of transmission/reception of a Web mail instructed to be transmitted even when the Web mail is to be transmitted by creating the Web mail again after temporarily saving the Web mail. SOLUTION: A proxy server 101 firstly sets a transmission control condition for allowing or not allowing transmission of e-mail from a Web mail system 107, and after this, when a re-creation instruction of the Web mail temporarily saved is issued from a client PC 103, specifies data of the e-mail to which the re-creation instruction is issued among items of the data of the e-mail recorded in a Web mail service DB 102. The proxy server 101 controls to allow or not to allow the transmission of the e-mail regarding the re-creation instruction if a combination of data in the transmission-instructed e-mail and data in the specified e-mail satisfies the control condition when a transmission instruction of the e-mail regarding the re-creation instruction is issued from the client PC 103.
