PROBLEM TO BE SOLVED: To efficiently transport sedimentary sand in a sand basin with small power even if a lifting height is high. SOLUTION: There is provided a sand pumping and transporting apparatus having: a transportation pipe 16 which connects between the sand basin 10 and a solid and liquid recovery tank 12 which is set at a location higher than the sand basin 10, for recovering the sedimentary sand in the sand basin 10 together with water; a plug forming section 22 for forming a transportation plug 20 having the sedimentary sand in the sand basin suspended in water, in the transportation pipe 16; a transporting means 14 for transporting the transportation plug 20 along the transportation pipe 16 in the vacuum condition; and relay pots 18a to 18c set at intermediate locations of the transportation pipe 16, for reforming the transportation plug 20 in the course of transportation of the transportation plug 20.
