PROBLEM TO BE SOLVED: To provide a heat insulation panel for buildings, having a structure wherein a vacuum heat insulation plate and a heat insulation material of foam resin are laminated and exhibiting excellent heat insulation performance, and to provide its manufacturing method. SOLUTION: The heat insulation panel for buildings is constituted of a wooden frame (1) assembled into a square shape, a vacuum heat insulation plate (3) accommodated in the wooden frame, and a heat insulation material (7) of foam resin for covering both faces of the vacuum heat insulation plate. The vacuum heat insulation plate (3) is accommodated in the wooden frame (1) without any gap, and the heat insulation material (7) is formed by filling material resin on both sides of the vacuum heat insulation plate (3) and forming the material resin. In manufacturing the heat insulation panel for buildings, the vacuum heat insulation plate (3) is accommodated in the wooden frame (1) and a support material (2) made of a foam resin molded product is disposed on both sides of the vacuum heat insulation plate (3) along the inner edges of the wooden frame (1), and is held between the two press plates (5) of a molding machine, and then the material resin having the quality same as the support material (2) is filled into the gaps formed on both sides of the vacuum heat insulation plate (3) to be formed simultaneously.
