PROBLEM TO BE SOLVED: To shorten the length of a means for supplying a vulcanized tread member to the outer peripheral surface of a base tire, when the vulcanized tread member is supplied to the outer peripheral surface of the base tire so as to cut the member in the length corresponding to the outer peripheral surface of the base tire and paste the cut member to the outer peripheral surface of the base tire. SOLUTION: The band-like vulcanized tread member 11 is wound about the outer peripheral surface of the base tire 9 by supplying the band-like vulcanized tread member 11 to the outer peripheral surface of the base tire 9 from the tangential direction to the outer peripheral surface of the base tire 9 and then rotating the base tire 9. The band-like vulcanized tread member 11 is cut off when the outer peripheral length P2 of a remaining unwound portion after the detection of the tip of the member with a tip detecting sensor 5 becomes equal to the length corresponding to the length P1 ranging from a winding starting position 9b to the cutting-off position of a cutter 3.
