PROBLEM TO BE SOLVED: To provide a cutter cutting finely with small strength, applied to a wide range of purposes such as sheet or cloth cutting, and providing high safety. SOLUTION: This cutter 10 includes a base 20, a frame 30 attached to one end part of the base 20, and a slide member 40 attached to the frame 30 to slide freely. With an upper blade 4 provided in the slide member 40 and a lower blade 2 provided in the base 20, the cutter cuts an object to be cut inserted between the upper blade 4 and the lower blade 2.
