<P>PROBLEM TO BE SOLVED: To provide the technology for controlling both reliability and power consumption of data relay. <P>SOLUTION: In a first power mode, each of packet processing sections of a second group maintains its own operating mode in a first operating mode of relatively smaller power consumption, and a distribution section selects a packet processing second in charge of a first priority from a fist group and selects a packet processing section in charge of a second priority from one or more groups other than the second group.
